The Drafting Committee studied the constitution of about 60 countries and drafted the
Indian Constitution from them.The draft was presented before the Constituent Assembly which was passed by the Assembly in three reading-
  • First reading - 4 November 1948 AD - 9 November 1948 AD
  • Second reading - 15 November 1948 AD - 17 October 1949 AD
  • Third reading - 14 November 1949 AD. - 26 November 1949 AD
On 26 November 1949, the Constituent Assembly passed the constitution.
  • On the same day, 284 members signed it.
  • On this day, people of India in the Constituent Assembly adopted, enacted and gave to themselves this Constitution.
15 Articles were enforced on 26 November 1949 itself-
  • Articles 5, 6, 7, 8, 9 (citizenship)
  • Article 60 (Presidential Oath)
  • Article 324 (Election Commission)
  • Articles 366, 367 (Definitions and Elections)
  • Articles 379, 380, 388, 391, 392 (Temprary provision)
  • Article 393 (short title)
  • Article 394 (15 articles will come into force from 26 November 1949.)

The remaining Constitution came into force on 26 January 1950.
A total of 11 meetings of the Constituent Assembly were held in 2 years, 11 months, 18
days.
Changes in the role of the Constituent Assembly on 15 August 1947:
l The Constituent Assembly became a sovereign body. Earlier it was not a sovereign body
because it was formed by the recommendations of the Cabinet Mission, but now it was free
from the recommendations of the Cabinet Mission.
l Now the Constituent Assembly played a dual role. Along with the constitution formation,
it also served as the legislature. When it served as the legislature, G.V. Mavalankar used to
be its speaker.
l Its member count was reduced to 299 from 389.

Important decisions of the Constituent Assembly
  1. 22 July, 1947    -    National Flag was adopted.
  2. 13May 1949     -    Commonwealth membership was ratified.
  3. 24January1950 -    National Anthem and National Song were adopted.
- Dr. Rajendra Prasad was elected the first President of India.
- This was the last meeting of the Constituent Assembly.
- On this day the Constituent Assembly was dissolved but it continued to function as a legislature (till 1952)
